Complaints against doctors to the medical council will be initially assessed by the Preliminary Investigation Committee (PIC), which consists of medically-qualified members and lay members. Depending on the seriousness of the matter and evidence provided, the PIC shall decide whether an investigation is practical and justified.
If the PIC decides to recommend an inquiry, the case will go before the medical council. An inquiry panel will be formed to handle the complaint and decide whether the complaint has been proven.
